You need to leverage simpler building technologies like mass timber, 3D printing, MAS out of Southern Utah State University, to lower the skill threshold and shorten the build time. Probably need to accept some aesthetic concessions in the finish work because the skilled finishing trades are stretched thin. You would have to utilize the large pool of unused/unwanted labor like long term unemployed, NEETs, excess retail from dying stores, etc. to do the bulk of the grunt work at relatively low wages -- presumably you could offer them in-kind payments (such as a house/housing unit) as part of their compensation package to lower the money created.

Their house is valued at a lot, but they often have decently large mortgages, not crazy, but like 120k left on a house valued at 300k, but at the same time they also refinanced it when rates were zero and property taxes haven't been adjusted in a long time and they get cheap insurance (long term customers) and property tax credits so their monthly payments are like $650 for everything.

If they moved, they would pay 3-4x for less in a more decentralized area.

That's not really a problem, outside of maybe the actual work they are doing is not increasing the supply of assets or goods. But the private sector, by the nature of the profit incentive, simply cannot generate enough demand on its own. So the government steps in, which it has a responsibility to do as it is the issuer of the currency. It has to spend first before anyone has money to be taxed on.
