If people really wanted your art on private/public property then you could just get their permission first.But don't assume, because if you're wrong and they call it vandalism then you're just an asshole.

Its easy to do, just dress like a homeless bum and live in a city.Once you understand the local layout of the area and patrols you know the places you can get away with, or whatever. Its just leigonare practice, but with Drones and FLIR, good luck once they tag you.If you dont have big brother to worry about, planning missions is always fun.
