$230 billion is low and the project is going along pretty well. It's enabled at least three other train projects in Merced, Fresno, Tulare/Kings and Bakersfield. Gold Runner is already Amtrak's #5th route, so it makes sense to make it high speed rail.

This whole thing has been a huge success for central valley republicans anyway, they get free money from the Bay Area and LA while Sacramento used HSR as a means to deregulate the CEQA. Liberals had to choose between CEQA and trains, and chose trains.

For this project the problem is that the state of California doesn't own most of California's land. Most of the land that this rail needed to be built across is title land than was given to settlers hundreds of years ago. Those titles are still legally binding and still exist, so in order to build on that land the state needed to buy out the title holder of each little plot of land.
The result was that each title holder in turn gouged harder until they started demanding prices the state literally couldn't afford, leaving the state with a half-built rail system and no way to move forward.

The state tried taking the title holders to court to claim Eminent Domain and lost, and in the countersuit they were forced to pay each title holder they had bought out the price of of the highest payout.

This is how the project got to be so expensive and why it just terminates in the middle of nowhere.
