China is a democracy with multiple tiers of electorate, and in my opinion is the best system for every politically entity larger than a mid sized city. Their citizen vote only for the first level officials, the one that are near their problems and in the same area, then those officials are the one that vote for the next tier and so on. In the west the citizen don't vote seriously anymore for local election (the people that must solve theie daily real problems) because they are distracted by the ideological debate of the month done at national level, empty words that exist just to move the electorate before the next election. Also, in China they don't have a permanently in session parliament, and its ironically a good thing, it should be called periodically to discuss the matters. The french revolution opted for a permanent parliament because of absolutism, but was a wrong choiche. A permanent parliament is just a place for parasytes, that create professional do nothing politicians, amd every session its just "another day" without what the roman called "gravitas".
