A lot of Israeli politicians obviously want to commit genocide, but clearly the government as a whole isn't operating on a genocidal policy because if they were they probably would have killed a lot more people by now. Whether or not that distinction between "they want to do it" and "they are currently doing it" actually matters is another thing.

Also, blocking people from returning to the rubble of their homes seems to be intended to sequester them in a smaller and smaller area so that the can be controlled or are so miserable that they emigrate. I knew a kid from Palestine at my high school. He described how groups of little boys threw rocks at an odd tank on its patrol a few times. Little Rock's to be annoying. The IDF opened fire on the boys and killed/ wounded most of them. That's just one instance of the IDF murdering civilians he had seen. They took homes, areas, etc even years before the current Gaza war and would repurpose them into settlements. And he basically described how Israel occupied the area, and literally kept the Palestinians poor, without electricity or water. Etc.
