Sagan & co intentionally lied to the government and public because they believed it would reduce the chance that nuclear weapons would be used. The models showing more than a nuclear autumn were based on volcanic eruptions and modelled a single huge exploion equal to all the world's nukes at ground level. In reality most nukes would be air burst, resulting in barely any fallout and far less dust. Fires, emps, and people fleeing cities (which wouldn't actually be major targets) would still be a big deal, though. zthe real environmental issue would be shit like refrigerated warehouses and chemical plants leaking.
