That's 1 of like 20 issues.

Lawyers are a big issue. They have to pussyfoot around for years on end with land owners to acquire right of way.

Environmentalists are a big issue. Sorry redditoid but it'll take 4 years and $849 million to study impact to the endangered cumsnail habitat you want to build near.

Incompetence is a big issue. California is brown. Also there are public contracting laws that make it illegal for the state to use private firms owned by white straight men.

Normal grift is a big issue. Governments will spend millions on glossy renderings and pamphlets and TV ads and publications and websites and they'll waste time and money holding public information sessions so a couple bored seniors can go bitch about change to someone with a master's degree in public policy.

Union scum are a big issue. Oh you need someone to swing a hammer? Well you need to open up a competitive bidding process and pay prevailing wage, and there needs to be one supervisor and one manager and one worker and one relief worker and a safety supervisor and a medical worker on site and each of them need paid triple overtime of their normal $80/hour rate and you asked them to do this after 4 PM on the third Tuesday of the month which is penalty time so everyone on site needs $5,000 penalty pay due yesterday which is already late so you owe them another $1,000 late fee.

Nobody actually wants to build a high speed rail. What they want is to give their lazy ass union stooges something to do to earn the outrageous pay they get normally for doing fuck all.

This is probably closer to the truth, though I don't actually know the ins and outs. America built up its infrastructure a long time ago, so you have a lot of prime real estate for routing and transport already consumed by the existing railroads (whose paths were not designed for high speed rail and thus may be too bendy) or interstate highways.
