I've solved the US's illegal immigrant problem-don't build a wall build a canal. Plus it can be used to undercut the Panama Canal as well. Any ships crossing to the US without expression permission can be shot and sunk without question

remittances (money sent back to mexico by migrant workers) made up about 4% of mexico's GDP at peak, so we could either take that cash or (more likely) use it as leverage to demand direct help constructing and manning security permiters at mexico's northern AND SOUTHERN borders
