And then India failed to establish modern tax reforms, so they can't just deter polluters with tax. Trucks will dump their whole cargo onto the verge of a road, a factory will dump defective products at one rupee/ piece.Hence China is a developed industrial economy, and India is just a billion peasants shitting in the street
