Ukraine and Belarus are the natural staging points for an invasion into Russia, those borders are just about indefensible. They want to keep our military infrastructure out of them, because if allowed, we will turn them into regime change springboards.
Later in the century we need to take on China, and the best way to do that would be to take over Russia and put a string of our bases across China's northern border - basically do to them what we are looking to do to Ukraine. Russians naturally don't want us to do that, and neither do the chinks.

Rare earths are not actually rare to find in the earth on an industrial scale. What's rare is a mature extraction and especially refinement infrastructure. Refining rare earths into usable inputs is incredibly dirty work. It creates huge pollution. China cornered the market both because they subsidized it heavily and because they tolerate the pollution.
