No population ever has managed to reverse low birth rates. At most, isolated subgroups with higher birth rates outgrow the rest (amish, orthodox jews) but I think many of those never actually had low birth rates. And han chinese have zero remaining high birth rate groups because of the one child policy.
Then again, china is a totalitarian high tech dictatorship, they may be able to do things previous states failed at. Maybe the party will realize that feminism is a demographic dead end and mandate shariah with chinese characteristics? If anyone can do it, it will be china.

Fertility drops and grows in correlation with urbanization and the changes in cultural norms that come with prosperity.
If anything, historical records point to it being a natural, biological 'stop' hard coded into humans to curb overpopulation.
