very little rare earths in a smartphone. and a lot of rare earths come from outside of China. China dominates the processing of rare earths because it's very toxic and environmentally unfriendly, and China's economy is based on not giving a shit about that.

Not really the case anymore, no. China heavily invested in rare earths processing and production. There are just a handful of schools in the world that focus on rare earths and they are all in china. Literally nobody else teaches anyone how to process rare earths but china. This is why they have monopoly on this, because nobody else knows how to do it at the scale they do. For anyone else to try to pick the market, they would have to either convince china to let them study there, manage to steal a high level rare earth minerals engineer or to do everything from scratch based on decades old tech and hope china doesn't leaves you way behind while you crawl.
