Is it a systemic issue? I think there’s particularities to this specific case that are unique in contributing to what happened. The murderer’s brother called 999, the murderer and the family are at the scene all backing up the version of events that he was attacked by a drunk man, the murderer has some kind of wound on his face from the struggle. Finding him lying on the ground and not making sense unfortunately backed up that this was a call where they’re coming on the scene to take away a drunk man.It’s a tragic incident, and the police messed up, but the person who called 999 to report an attack being seen as the victim is not a systemic flaw. That will always be the working theory for police responding to that call.
