You could argue Mao, Stalin, or the Tsarist regime in Russia, maybe even Khmer Rouge, but they were not totally invested in erasing themselves as a country. It's just weird, and you wouldn't see it anywhere else. I also don't think there is a government that has so utterly delegitimised itself since the Tsar in 1917. And it took the catastrophe of mass starvation, total military collapse, and a global war to bring about it's end.
