Fill out mail-in votes for dead people, non-citizens, and those that didn't vote. Their weakness is they can't use a vote from someone who votes personally, and they can't exceed the population of the state. So if more than 50% of voters vote republican in person, no amount of fraud can make up the difference. It's realistically less than that since suck at logistics, so you likely only need something like a 30-40% turnout to win.
