You don't want to necessarily limit the amount of people who can partake in meaningful economic activity.I'm just pointing out that a lot of these small cars tend to be rather un-aerodynamic because they are trying to accommodate interior room in a tiny footprint and their fuel economy numbers are mostly just a result of being so small and lightweight because there isn't much to the car. Something like a smart car is not ideal, or even dangerous, to take on the highway.Whereas with a rather radical approach to aerodynamics, admittedly at the expense of traditional styling, you can achieve very significant results in terms of fuel economy. It would certainly go a long way to evening out the city/highway discrepancy that current hybrids deal with.

But I've seen many small cars with Polish, Czech, German, Dutch licence plates in Croatia on a road trip. And my sample size is large since I live very close to a very busy highway (busiest in the country), which many foreigners use on their way to the coastline or the capital.
