New York City back in the '80s had a problem with squeegee men. These were people that would come to your car when you exited the tunnel to enter the city and they would threaten to vandalize your car if you didn't pay them for the "service" of washing your windows. This was such a prevalent issue that pretty much everyone had a story about interacting with these guys and they were even depicted in a lot of movies about NYC. Anyway when the time came and they finally did a crackdown to get rid of them they found that there was probably less than 10 of these guys in the whole city. It was just that they were interacting with so many people everyday it created the impression there were hundreds of them.Point is if you had a public park where people could just sleep out in the open, you could have 10,000 people sleep there without a single incident, but if a homeless guy pisses on the 10,001st person, now that's "Pee Park" and nobody goes there anymore because "you're bound to get pissed on."
