Modules like Zvezda are almost 30 years old.Russia is not in the economic situation to contribute a core for a new ISS. The Americans are diplomatically retarded, and are planning private, for profit, non-modular stations. Meanwhile Tiangong-3 is modular, designed for expansion, and with JAXA, ESA and soon Roscosmos signing cooperation agreements, it will likely become the de-facto ISS 2, unless the Americans step up.
