They built a light rail and the outlying more wealthy areas outright refused it. All public transit has done, is give unsavory people access to areas they previously didn’t have access to.

There’s also the fact, a lot of units will designate a certain percentage for section 8 or low income housing. The apartment gets a guaranteed income with tax incentives, so it’s a win win for them. However there are cities that will not approve or blatantly try to ban apartments because of this practice.
