Monarchy is great for the first third of the game. For the rest use Republic. Democracy has better bonuses but the senate will prevent you to initiate wars.

Athenian Democracy - only men who are citizen with full Athenian ancestry and land ownership can vote and are required to participate in politics. Every citizen is required to do his part and blood & soil being driving force behind governance. Basically National Socialism without the dictatorship part.
Why not both? The Roman Republic would elect a dictator to deal with a particular issue like Hannibal. -- It requires vigilance however and the Senate dropped the ball when Julius Caesar came along, --- Which, of course, is our problem today.
