Caesar was a turbo-elitist like every other Roman aristocrat, supporting the people was a means to an end. Same with Napoleon, who if you recall literally reinstated the monarchy. The Founding Fathers were either all or nearly all landowning gentry whose idea of "democracy" meant letting the 6% of the population who also fit that bill vote for the House - which shared power with a Senate and Presidency that were not directly elected at all. Lenin was the closest one to actually supporting the rule of the people as such, but of course in practice the Soviet Union was run by an authoritarian bureaucracy which itself was run by the diktat of the Politburo, which ITSELF was under the thumb of the General Secretary
