No it doesn't. Imagine the for OP's image you are using one finger to turn the dial. You take your finger off after each turn and place it at the 12 o'clock position for the next turn. Now imagine for my fixed version you're also using one finger to turn the dial, but you never lift it off the dial. The end points for both are the same even though you're moving your finger a different distance for each method.

No. You are rotating the end point back to the sequential point. Your supposed to rotate it, then make the next rotation based on the current number occupying the original 0 spot. That's why all the rotation instructions begin at the top of the dial.

You would be correct if the end point applied to the same number you just put your finger on but each step uses the new number at the top as the starting rotation point. Rotating 0 to position 7 and then 0 to position 1 is different from rotating 0 to position 7 (which places 3 in position 0) and then rotating 3 (which is at the top) to position 1.

One ends with 9 at the top, the other puts 2 at the top.

You may be moving your finger a shorter or longer distance while it's touching the dial relative to the first image, but you're making up for that by the distance that you "skip" when you take your finger off the dial and reposition it.
