The only reason vast majority of presidents around the world don't end up in prison is due to the police not doing their jobs. Those who go far in politics are corrupt as fuck.
A corrupt leader or even a corrupt system isn't an insurmountable barrier for development just look at South Korea or China.
I think the main differences are: making retirement money is just too easy and politicians lose motivation early on and then Asians also want to build a lasting legacy so they have extra motivation to fulfill their promises to some degree.

Peru has historically functioned as a peripheral or semi-colonial economy integrated into the world market primarily as an exporter of raw materials, minerals, and agricultural commodities. Wealth is extracted from the countryside and mining regions, while political and economic power is concentrated in Lima and among sectors tied to international capital. In this context, the urban bourgeoisie, technocrats, and middle classes are often more invested in maintaining the existing economic order because they benefit, directly or indirectly, from Peru's integration into the global capitalist system.

The rural Andes, on the other hand, have frequently borne the costs of that system. Indigenous peasants and rural workers have experienced land dispossession, unequal development, underinvestment, environmental degradation from extractive industries, and political marginalization. Consequently, left-wing politics in Peru often emerge as a form of resistance by the internal periphery against both the domestic elite and foreign capital. Rural support for the left is therefore not surprising; these regions are often the sectors most exploited by the existing economic structure.

The United States occupies the opposite position. As one of the principal states of the imperial core, it has historically captured a disproportionate share of the value generated throughout the world economy. For much of the twentieth century, even large segments of the American working class benefited materially from this position through higher wages, consumer purchasing power, and access to resources made possible by global unequal exchange.

This creates a different political alignment. Urban centers in the US contain large concentrations of workers, immigrants, students, public-sector employees, and educated professionals who are exposed to diverse populations and are more likely to support progressive social policies. A rural peasant community in the Peruvian Andes and a rural county in the American Midwest occupy very different places in the world system, and their political tendencies reflect those different material realities.
