Shut down all the delivery companies and about 90 percent of fast food outlets, make it so people on welfare don’t get a choice over their food (they get vouchers instead of cash) and remove every subject in school other than English and Maths (if you are exceptional at these two you may study Science) and replace it with PE

Literally just stick them in a room and don't let them eat or leave until they are at a lower weight. Give them zero calorie electrolyte water so they don't die and they'll lose about 0.5-1lbs of fat per day depending on TDEE (a lot more loss at the very beginning but that's mostly water weight that will be regained as soon as they consume carbohydrates again). "Starvation mode" is a fucking myth made up by the health industry to keep you constantly buying more crap when all you need is to STOP EATING.
