Global Value Chains have made it possible to separate the steps of production that are valuable and require a highly educated workforce, like design, R+D, financial management, etc. from the assembling of the product.
There are a lot of countries which are industrial producers but not innovative, they are just assemblies. Think Mexico or Bangladesh for some clear cases. China used to be like this back in the day but they have developed their own native research and design branches.
Australia on the other hand is the case of a country which employs a lot of technology in a largely non-industrial economy. Australia exports oil and iron mineral, but they do so in an extremely efficient manner only possible through a lot of capital and a highly educated workforce.
