But the key to any policy that lowers taxes is that you have to lower public spending. If you cut taxes but just run the country at a deficit then the taxes are effectively still there in the form of inflation.

The states goal of the policy, by Reagan's economic advisor of the time, was to make college so expensive that anyone who tried to get an education who wasn't an already wealthy elite would be punished for it in an attempt to strangle social mobility and keep the poors stupid where they belonged.
