Depends on how developed the culture is and whether it's willing to adapt in the face of overwhelming odds. Japan is a pretty good case study and probably the only one, they used the meiji restoration to modernize and strengthen themselves before any major power felt the need to try a stronger handed approach that was required on their neighbors. For that they reaped the benefits.
