The problem is there's a second way to qualify for SNAP, which is to instead qualify for a "similar program" within that state's welfare system, many of which do not have this restriction on asset ownership.So you've got someone who does not qualify for SNAP, but does qualify for another state welfare program, goes and gets the other program, then uses that qualification to get on SNAP. That's what is actually happening.
