So they had famines back then, 2-3 years of bad weather = guaranteed famine. They only invented chemical fertilizers in 1920-ies, give or take, maybe 1930-ies. And basically UN started making agreements to distribute chemical fertilizer in cases of bad weather , maybe around that 1930-ies plus. Right now countries have agreements do distribute extra food, such as grains and rice, and chemical fertilizer, in case of famines related to bad weather. So, essentially there were a few years of cold weather in Europe / Russia that caused famines back then.
