Because sticking a wire into your brain so that you can experience a pure, unfiltered and overwhelming emotion isn't beneficial. "This button makes you the saddest person who has ever lived" isn't useful, we've just been able to do it since before WW1. Running a current through your brain to provoke a response isn't complicated. Making that result in something remotely useful is. Even something like wiring a camera up to the optic nerve barely lets someone perceive flashes of light and rough senses of object depth, you're still functionally blind.
