Because the receipt machine isn't working (on purpose) you will presume the pump has finished pumping and won't get a receipt for the sale total. Once you leave they then pick up your pump and fill their own car. This will go on your card because the pump was never technically put down due to the screws. They then put down the pump correctly and wait for the next victim to scam.

Retards don't understand how gas pumps work? Keeping the lever retracted would PREVENT the pump from dispensing any gasoline because it thinks the handle is still inserted. If you wanted to try and steal gas somehow you'd have to find a way to keep the lever down after the handle was put back into the pump. The screw does the exact opposite of what you retards think is going on.

Happens all the time even without a screw, just from old pumps or new handles that don't fit as well.The screw can prevent the rubber handle of the pump from setting against the flap and fully depressing it by raising where the pump sits to on the screw instead of sitting on the flap to fully depress it.To fully stop the pump you can usually just jiggle the handle to make the pump contact and fully depress the flap. That or push it in by hand. That's how the scammer can shut it off too after they finish filling on your card.
