Do a bit of research into what trusts are and you'll understand what I mean, trusts are not clauses in a gift or sale, they are fiction legal entities that are the actual owners. A corrupt government can't just "ignore the restrictions" if it is not the legal owner, and a trust ensures even the people you want to benefit from the property are not the legal owners. A corrupt local government would maybe be able de facto to use some kind of eminent domain to STEAL the land but if it was a trust they wouldn't have any more right to sell that land than I do, because it wouldn't have been legally their land in any way. If he "sold" it to them for a nominal price with caveats that is completely different to a trust
