Imagine this, you want to funnel money from taxpayers/government funds into you and your friends bank accounts how do you do this easily?
Why not justify expenditures under the guise of helping the homeless who don't know anything about it, and have no power to combat all the funds justified in helping them disappear mysteriously into the nether.
Each one in california has something to the tune of 500-700k spent on them each year and they are still on the streets doing fentanyl, robbing to fund the fentanyl and raping each other.
