That said, there are crude form of weather manipulation that we know ARE possible, like cloud seeding. The way to think of it is that we can't force weather to happen from nothing, but we can load the dice a bit to increase or decrease the odds of certain kinds of weather events in general.Strangely, we have multiple examples of ways that we can CAUSE rain to happen, but exactly zero official sources on interrupting and denying it. That says to me that such a method probably exists, because it logically must even if only in the forms that are the inverse of the raining-increasing methods, but such technology is considered a military application and thus is kept secret. If we were going to set up and test rain denying tech, Iran seems like a viable target for it. And disguising such installations as radar would make sense, especially if the technology was something like microwave based. So while we have no direct evidence, I'm not willing to completely discount the idea.
