They aren't. Ballots were harvested from homeless camps. Plenty of the druggies and crazy people don't rember voting but do remember registering. Filling out someone else's ballot is illegal (prove it) but the practice of registering homeless using some address where they receive services and turning in their ballots is. This is what they're doing with the billions they spent on the homeless and the reason Brahman surged after election night. Basically, it's over. There will be no incentive to get these people off the drugs and off the streets and they'll keep using them as blank ballots to put whoever the democrat machine wants into office in LA.
