The reason modern Western countries seem repressive and authoritarian to us is because the elites are completely detached from their own people; they profit off global finance and global labour, so they can belligerently attack their own people with zero consequence. Even the most overbearing feudal lord couldn't have gotten away with that because then he'd be next to starve. Real nationalist governments also gain legitimacy in similar ways; by enriching and protecting their own people. Therefore, their version of a "police state" would be directed outwards towards foreign enemies and subversives, not inwards towards their own people.
