Ie. it isn't female equality that is the problem, it is one of the subsets of what they consider equality that is the problem. My immediate assumption would be that the major linear to the right of 0.3 is "years of female schooling" with all the countries <0.3 having the same 12 years. There is still a smaller variability range of fertility rates within those <0.3 countries to suggest there are other smaller secondary factors that make the problem worse, but we can't see what those are because the graph lumps them together in a way that it just comes out as noise instead of useful patterns,
