If you knew your opponent would not use cruel inhumane weapons you’d at least have some assurance about fighting. It’s easier for troops to come to terms with and less bad for survivors. Every country trying to be as horrible as possible would really make winners want to annihilate what is left of the other too. There’s real tangible benefits of a more civilized war.
