Merkel and Macron (I think) tried to stop it, but could not against the influence of the USA and Eastern European nato states. Russia decided that war was better than Ukraine in NATO and so we ended up in the current mess. The USA achieved their goals, the relations between Russia and Germany are destroyed, so they left the war to the EU.
