The EU is completely incapable of becoming an "AI powerhouse" since their entire tech sector is a meme to start with, it's unfortunate and shouldn't be that way, so many great people come from Europe (ASML is in the Netherlands ffs) but the EU's environment is such that it makes things that way. It's main priority is hating it's own people and squeezing your eyeballs out of your head if you make any money. Probably the only country that has a decent chance of making AI in Europe would be the French because they'd at least have the courage to tell the USA to get fucked, plus their industrial espionage is S+ tier. Get some help from the smaller nations like the Swiss, Netherlands and Scandis for their autism. Leave the Germans at home because they'll be snitching on you to the USA the whole time.
