The problem is enforcement. It's difficult to punish cucktholics efficiently. Threatening them with jailtime or even capital punishment is no good, they believe in martyrdom. If you don't implement a system whereby violators are punished by commitment to a mental facility where they'll spend the rest of their days heavily medicated and drooling on their bowties, it's no good.
