The CIA needs to infiltrate the trade and sell their own version of the drugs that are laced. These new drugs will make their way downstream and junkies will be dropping like flies. This will scare other druggies and they will stop buying drugs which will kill the market. No market = no cartels
Or just make drugs legal. Cartel is ended overnight.
