I had an old desktop PC I threw a GTX 750 Ti and some extra RAM into a decade ago and it had no problems emulating PS2 games. I did have to upgrade the power supply though. Basically anything short of the cheapest laptop with integrated graphics should emulate it no issues. Maybe even that would work now, I have never tried.
