You get foreign interference, which could emerge in the form of a foreign power offering allyship, or an adversarial one that seeks to take advantage of the wreckage. The multiethnic nature of the police and military also adds complexity to such a scenario. Its not as black/white as you make it sound. There would be military defection, infighting, chaos in the cities, disputes over rural strongholds, and allyship that may form in one area but not in another. Managed decline is the future in my view, not necessarily any instantaneous destabilization that would lead to racewar.
