The program was originally meant for some high skill workers with exceptional knowledge or skills that American lacked. Like super specialized semiconductor stuff, or super technical coding stuff. But it eventually became just ANOTHER exploit for mass immigration to lower wages for corporations. The numbers should be no more than a 10,000/year. Why is it millions? Increasingly employers are reporting the people coming in through H1B have totally ordinary skills no different from a regular US citizen. They're no even making the pretense anymore. So-called "high talent workers" that shit in the street or work at 7/11, or sell shitty street food. What the hell is that?
