Similar to how a cop should gun down a stabber, a person with a gun, a person with a bat, etc. that is trying to harm them- Because the number of cops per population is very low. So if you have a cop taken out of duty for any amount of time it goes from 1-5k to 1-10k people, etc. Because they need to be comfortable stopping "that" in any situation it might come about. This is actually why Portland, etc. making cops stop and question the race/political implications/etc. made a ton quit, because you're going to get killed/hit/stabbed/bit when you try and ponder "Will black people think this is ok?"
