Two Zircons hit the target one after another in the beginning of the movie, meanwhile burn-out PAC-3 MSE interceptor that failed to shoot them down hits residential buildings, probably damaging the Dormition Cathedral at the ancient Kyiv Pechersk Lavra nearby.

The PAC-3 is a hit-to-kill interceptor with minimal explosive warhead (small lethality enhancer). On a miss against a fast, maneuvering Zircon its solid rocket motor burns out rapidly after launch. Without intercept, it follows a high-arcing ballistic trajectory back to Earth.
During descent, atmospheric friction/compression heats the missile body, causing glowing plasma, intense fireball appearance, and smoke trail from ablation or burning fragments.

As opposed to running to safety? Understandable if this were a one time situation. But for some it's their weekly or daily life. You can't expect them to always react the most prudent way. That's not how a human can live life. So they give up worrying about it for their mental health and just go about their lives as if this is the new normal. And whatever happens, happens.

PAC-3 (including MSE) does have a self-destruct capability, but it is primarily pre-planned and command-triggered in controlled scenarios like ripple launches where the second missile self-destructs after the first succeeds in tests. In real combat against a fast, maneuvering hypersonic like Zircon, full self-destruct is not guaranteed on a complete miss. It usually never happens judging from Patriot performance vs hypersonics.
