Ukraine maps like deepstatemap.live are more reliable because they make the area red only when it actually is under Russian control. Maybe sometimes Ukrainian maps are a bit slow to concede an area, but more often than not they are right. For example, according to deepstatemap.live, right now Rodynske is about half under Russian control and half contested. But Russians were claiming control of it something like eight to ten months ago already, which obviously wasn't true. I would say that most of the time Russians will gain control over the claimed areas eventually, but it often takes anything from two months to a year. Sometimes pro-Russian mappers have to walk it back and pretend there was a counterattack so they can fix their exaggerated claims.So with Putin declaring Kupyansk being fully under control in November, it was based on bullshit fed to him by his generals who were fed bullshit by their subordinates. In reality only pockets of Kupyansk were ever under Russian control and most of the claimed area was just areas where Russian troops operated without either side being in control. There were also areas that had no Russian presence of any kind at the time. Then AFU snuffed out the pockets of Russian control so literally none of it is under Russian control anymore. But Putin can't walk it back, and his generals can't walk it back, and so the subordinates will have to do desperate things to pretend they have more control than they actually have.
