The victim just wanted to move on, he didn't want to testify (which can be a case killer in sex crime case) so realizing that the case was shit, he offered an extraordinary plea deal that would at least force the offender the register as a sex offender.

I swear, the criminal justice system is the sole entity that everyone seems to agree "needs reform" but nobody actually understands.
