They could definitely make them a bit bigger, faster, and more heavily armed, and possess some EW capabilities. Or more mini subs.They could definitely work on the armaments they have for their available boats. Something like a hybrid smart torpedo/mine system that can sit for months on the sea bed then identify and engage targets would be a pretty sweet weapon to have for Iran's purposes. Maybe even something crazier like the same concept but with static anti ship missile launchers.
